Job description

Overall job definition :

Manage purchasing field on IS/IT purchasing categories as IT Services, Hardware, Software and subcontracting, in relation with all ACC departments and site (France, Germany, Italy)

Main missions :

In order to optimize the purchasing actions for the benefit of ACC, the IT Buyer:

  • Manages IT services, software & hardware purchasing fields from supplier sourcing to delivery.

  • Draws up and monitors expenditure/suppliers maps and establishes purchasing strategies according to commodity/market issues.

  • Leads relations with internal requesters throughout the purchasing process, with the aim of guiding purchasing approaches for each requirement.

  • Participates to all relevant preparation meetings and acts in close relationship with his internal customers.

  • Manage supplier relationship and deals with all economical aspects.

  • Leads and/or participates to the RFQs: prepares bid lists and specifications, sends the RFQ files to suppliers and analyses their answers with project team, negotiates and adjusts proposals, prepares the supplier choice decisions with the aim of selecting the optimum service/product at the best value (including cross-functional aspects such as regulations, RGPD, security, CSR, etc.), finalizes contract and follows the administrative activity including purchase orders.

  • Draws up contracts, with the support of the Legal Department, with the aim of guaranteeing the level of performance expected from the supplier and controlling the associated risks over the duration of the contract.

  • Develops and puts in place frame contracts.

  • Sets up steering committees with key suppliers to manage supplier relations, drive and monitor the roll-out of contracts, and reports on the scope of his activities.

  • Monitors technological and regulatory developments, carries out market studies, with a view to proposing innovative and efficient solutions.

  • Builds benchmarks.

  • Proposes best practices for future projects.

 

Profile

Knowledge :

  • Critical thinking

  • Negotiation skills

  • Strong communication skills, both written and verbal

Experience :

  • 3 to 5 years in a Purchasing department

  • Experience in services fields

  • Experience in IS/IT and software purchasing

Qualifications :

  • Diplomas : M2 validated, or an International Master's degree (Bac +5) ou higher

  • MSc in Purchasing is a plus

  • Languages : French and English

  • Proficient in appropriate software

Key behaviours :

  • Quick reporting and sharing information with Project and Purchasing teams

Some extra skills which make the difference :

  • Experience of project in very constraint context (budget and planning)

  • Excellent computer skills (Excel, Microsoft? Word, PowerPoint, QAD)

  • Experience with Supplier Relationship Management (SRM) tool (Ivalua)
